Slowly getting it fixed. The import data is lousy. I am making all county roads and state reference routes (9##x routes) tertiary. So far, this has been fun and tedious all at the same time. The fun part is finding all that are reference or county highways. Right now, I am working on Schenectady, Fulton, and Montgomery counties. Unfortunately, the county highway listings on empirestateroads.com doesn't include Fulton and Montgomery counties.
