On Monday, the day was interesting community as a whole with their representative had a meeting in area of residence with local leader on their agenda toward development but community member from the project where requested to go also justify more issues in their residence . Issue justified where poor sanitation due to lack of drainage to collect waste and drain water, reliable and safety water, solid waste from the market and their residence, security due to lack of employment to residence especially youth and inaccessibility due to informality on land development. On site some residence argued why now, where were they and why white man to help them, which kind of return will they expect from the project and how about influence is there any personal interest. Some times it show low rate of residence awareness on the project on the other side coin sound like where is our government, elected leader until outsider to help us, let call it a day.

Student (expertise) we continue with mapping activity on our area according to groups such as Pakacha to update and verify data for map preparation. Mr. Mark assigns as to write an easy on particular issue with the argument for and against in may case poor drainage system. Tandale is informal settlement that why is characterized by poor sanitation system and low local government approach to curb the problem. Local government attempts the following measures to curb risk of poor waste management which are house to house routine check for cleanness and enforce established by-laws. Also, local government has several targets toward good sanitation such as to educate the community, introduce and implement policy and act and identifying residence building with problem especially waste water problem.

In case of Tandale ward there are poor drainage systems for waste water collection from different point of sub wards. Most of the area in Tandale lack constructed waste water drainage system and existing ones are open and not constructed that lead to health risk. Drain stream collect water from the residence settlement and rain water, while to house level the built septic tank for sewer and waste water a gather by small drain stream directed to Ng’ombe River. In rain seasonal at Tandale, it is very risk to health of the residence since the stream are not constructed thus lead to pollution and flooding with near by settlement of Ng’ombe River which cross Tandale ward.

Waste water from Tandale sub wards if not well managed and controlled normally lead to pollution and existence of epidemic disease such as diarrhea. Occasional, Tandale recent years has been facing such as malaria, anemia, skin infection, preumonia, diarrhea, minor surgical, protein energy malnutrition, U.T.I, intestinal worms and non-fungal infection. Opportunity towards disease and health problem in Tandale ward is existence of Tandale health Centre and near by to Magomeni hospital but prevention is better than cure thus facilitate the need land use planning, control and management for the better tomorrow of Tandale ward.

Unhealthy living conditions are a result of lack of basic services. Open sewers, improper pathways, uncontrolled dumping of waste and polluted environments are amongst the common features of all of the informal settlement in Tandale ward. Something must be done with right resource and within specified time such as coordination among actors in implementation of the project.

Good coordination among the actors, if key actors responsible for operation and maintenances of infrastructure provision in the settlement were strong in coordination will influence community project to be sustained. Operation and Maintenances will be more effective if actor act together (Networking) during the provision of infrastructure provided and maintenance. Efforts should be done to educate the people on the need to be at the fore front in maintaining and making sure that community properties are properly maintained so that they are available at all time.

A risk assessment of all sub ward and independent settlement should be carried out by an independent consultant. This information would be very useful in determining whether sites should be improved or relocation considered. Resident sites that are considered to be unsafe should either be offered a relocation package or steps taken to adequately secure the sites.

The construction of proper drainage systems and toilet facilities are essential in dealing with the problems of pollution and disease. The quality of roads and availability of clean water, access to decent toilet facilities, less polluted form of lighting and adequate recreational facilities should all be included as part of the improvement programme. Technical services offered by local authorities and other actors should be made available throughout the project life time.

Building capacity of the local residents or community members in planning, implementation and operation and maintenance should be a pre requisite for achievement of effective sustainability of the initiated community projects. In order to build a strong sense of ownership to the people, mobilization and sensitization of the people done in the beginning of the projects should be followed by the elaborate and implementable programme of activities to be done by the people on continuous basis.

The lack of availability of social amenities is an issue that should be fully addressed as part of the improvement programme. The new design should include the provision of amenities such as government offices, technical training facilities, well laid out roads and paths, decent sanitation and drainage facilities, access to clean water within 100 yards and health care facilities are a few of the social amenities that are currently lacking. There should be reliable funds for routine, periodic and emergence maintenance of upgraded access roads for staying longer. The emergence maintenance should be carrying out to restore pass ability before normal routine can be conducted effectively.
