ご指摘の通り、JA:Key:placeを参照するのであれば、湘南を"suburb"とするのは理にかなっております。ただ、JA:Key:placeは全世界を対象にしたガイドラインであって、日本国内のマッピングではJapan taggingの定義に従うのがよいと考えます。Japan taggingではplace=suburbは「区」であると定義されており、湘南に適用するのは不適であると私は考えます。

私もplace=regionが最適とは考えておりません。ただ、残念ながら、現在のOSM(特に日本国内を対象にした場合)では「湘南」のような行政区ではない地名を適切に表現できるタグがありません。

インポート計画ページの4.5項の処理内容については私も同意しますが、"suburb"の処理については記載されておりません。インポート作業において既存タグを変更する場合は、特に慎重な判断が必要です。計画文書に記載されていない処理を行う場合は、事前にコミュニティで協議いただければと思います(協議済みでしたらすみません)

この編集でホテルを作成していただいておりますが、データソースを教えていただけませんでしょうか。本日(2020/3/15)に現地に行ったところ、この場所には建物が存在しておりませんでした。他の場所と間違っていないかご確認いただけませんでしょうか。ごく最近の編集であるため、念のため確認させていただきました。
