Taginfo gives us 1500 cases of paving_stones:colour and 1600 cases of surface:colour combined with surface=paving_stones.

Given the facts that it has been proposed for a long time, is in use, and it combines well with all the other paving_stones:* keys ...
I'd say both can be used equally well.

I'd prefer the option to use 'surface:colour'.
It's best to always use the most general tag possible.
Here, it's the color of the surface. That's different to 'paving_stones:shape' - there you describe the shape of the stones, not of the surface, so you have to use the more specific tag.
