I found this combination of keys on a sign:

destination:ref:colour_bg = white
destination:ref:colour_tx = white

This doesn't seem to make sense - white text on a white background is hard to read.
As you're the only one who uses these tags, could you explain how exactly you use them?

Btw, destination:ref:colour is rare, the much more common order is destination:colour:ref.

I'd also expect a tag like
destination:colour:ref:text
because this would fit more nicely with all the other destination:colour tags already in use:

How about
"erected_by" (used 160 times)?
"builder" (used 1200 times)?
"constructor" (used 60 times)?
"surveyor" (not used, but maybe the most precise)?

They are all not perfectly describing the situation, but at least are words that can be found in dictionaries.

1. Yes, we really shouldn't do it in most cases. But if it is tagged to avoid mistakes as is your intention, this is fine.

2. This syntax is used very rarely in OSM, and doesn't seem to be referenced in the Multilingual Names Wiki page.

So, I see two options:
- en-Hans (following the more common OSM scheme)
- zh-t-en (following BCP 47 which is more precise but rarely used)
I'll leave the decision to you.

Ah, it wasn't clear to me that 'separate' refers to different dog sizes.
small_dog=designated seems like a very good idea. If there are two separate areas, I don't see a problem in having two dog_parks - the "outer" one could be a multipolygon to exclude the inner, smaller area.

If the area is not mapped, maybe something like small_dog = separate could be used on the main park.
