I see two issues here: 'use_sidepath' requires a separate highway=path near the main road. And 'sidepath' as a key is not in use elsewhere. If you use sidewalk=separate, then you need to have a separate way representing the sidewalk as well.

If the two ways are not separated, we shouldn't map them as two separate ways.

We could either:
1. Map the woodships as 'sidewalk'
2. Treat it like a two-lane road and use the :lanes Suffix.

1. gives us
sidewalk = right
sidewalk:right:surface = woodchips
sidewalk:right:bicycle = designated

2. gives us
surface:lanes = asphalt|woodchips
roller_ski:lanes = designated|no
foot:lanes = |designated (don't know if they are forbidden on the asphalt?)
bicycle:lanes = |designated

- all the ways have many foreign tags that shouldn't appear in OSM
- all the nodes have waterway tags they shouldn't have
- I can't see most of these ditches in the aerial images
- where can we find the required documentation of this import?

you used some quite complicated keys here, e.g.
route_marker:bicycle:black:forward:direction
It's always difficult to interpret tags that have a part of a free-text value in the key.
Please let me suggest to use a simple one instead
route_marker:bicycle:direction

Even if there are two colors on one marker, you can use a simple list like in the route_marker tag - just keep the order and amount of entries in the tag the same, and the user can easily combine the matching entries.
