Ok, most of the tags you used are for embassies of one country in another and don't apply here.

office= water_utility
is already the main tag and seems correct.
I don't think it's necessary to add further details, apart from things like phone number, opening hours or the name of the operator, if there is one.

According to the Wiki it is wrong. Looking at what we actually have - 20% with 'hr', 15% with 'h'. I'd just keep it as it is, because getting all of this corrected is a bit hopeless and parsing the values is still possible.
