Ward_Name -> addr:ward

Interesting.

The common tag 'building:levels' is exactly described as this: "Number of floors of the building above ground (without levels in the roof)".

'building:eaves:levels' is not used in any other place. There are a few 'building:eaves:height', mostly added by a single user in 2017.

I'd opt for using the common "building:levels" here.

Yes, we have this issue in many places, but it's actually not bad here:

"fee" is a subkey that gives further details for the general concept of 'parking'.

amenity=parking_space and parking_space=* describe a distinct physical feature and is it's own keyword.

I.e. the underscore concatenates two words to a single key while the colon gives a hierarchy of (a.k.a. namespace).

Unfortunately, the edits you made so far created copies of the roads. Some of them were created 3 times on top of each other. I had to revert these edits.

Hi,
you used several uncommon tags here like 'Telhado' and 'Área'.
Please use only tags that are described in the OSM Wiki or are available in the presets of your editor.
This is necessary to make sure that every other user can understand the data.

I guess that you are looking for 'building:material'.

The documentation of keys is definitely not perfect - for new contributors it's the best to just ask for help in one of the many communication channels available.
I'm not familiar with the precise access rules for these streets, but I'm pretty sure you're overcomplicating the issue. There is almost never a need to have more than a couple access tags on one road - 16 is way too much.

I'm very happy to assist here - could you give a (verbal) description of the rules to one example of the streets?

Welcome to OSM!
In OSM we have to use a well-defined set of tags to allow all the software tools to understand the data and e.g. show it on maps.
You used many tags that are not used in other places and are not documented.

It seems you're mapping as part of your job - this must be made clear on your user page.

Also, you closed many roads with a access=no tag - are these roads really explicitly closed to users like horses, inline_skates, speed_pedelecs...? Please never use this tag to close a road for motorized traffic!
