In general, please make sure that you only use those tags described in the Wiki or available as presets in your editor. These are the only tags that can be understood by others and all the various software tools.

motor_vehicle and bus are both vehicle categories, which can't be combined in one key.
bus=yes would be sufficient. Or, if you want to make it clear that the conditional really doesn't apply to buses, you could use
bus:conditional = yes @ (24/7)
