There were 2 changesets which affected the coastline and the river in Riga.

I suspect it may be the riverbank relation osm.org/browse/relation/1269283
or way osm.org/browse/way/84974749 which was edited in both edits.
One relation was deleted as well.

Also, this way is an 'inner' osm.org/browse/way/84975411 but it intersects (shares a node) with the outer part of the relation.

Ok, it seems to be fixed now. Just some tiles that aren't updated yet.
