A "locality" is usually not an address, but a named landscape feature that cannot be tagged as something else (peak, saddle, ridge, valley, cliff,...). If I understand correctly, an address can be on an own node (without a place tag) or on a building. Yes, the place "Kleintitlis" also confused me recently, it's possible that I deleted the place or at least left a note there and somebody else deleted it. But the building on Klein Titlis bears the desired address, which should probably be improved though: way/273170047
