There are ways to keep things local if you do your own rendering. And there might be sites that allow fictional data. But if you want an informed answer to this question then I believe you should ask on the OSM forums at https://community.openstreetmap.org as you will get a lot more eyes on the question than here in the diary area.

Hi, I agree rmikke uMap is great. You can create a private map on uMap osm.wiki/UMap
Yo can use OSM layer (or other) as a background. Then import your data. I do it for map with my hikes. Or map with POI extracted from other websites (like public bookcases). Or a map with my “favorites” places and so on.

(It’s an editable map built on the same software as OSM but completely separate, and you can add whatever fanciful things you like, within reason.)
