Ui… nein, das war ein Versehen. Die Straße ist zwar in einem miesen Zustand seit den Bauarbeiten — aber hat den selben Status und die selbe Bedeutung für den Verkehr.

The old street is inaccessible for cars, as it is blocked by a rock and sign. All traffic entering (or exiting) the park must use Capellegoedweg and the new, wavy, West to East dirt street. There are signs that limit the speed to 10 km/h both on the new dirt street and on Pipeluurseweg in the park.

This used to be the street to enter the park, but it is closed now by a rock and a sign at the southern end. It is still usable by bikes or pedestrians, but not by cars.
Actually, there seems to be no sign at all that restricts access to the park to customers — nowhere, also not on the new street.
