In this case I've set it to "construction," adding the tag "building=construction," to say that it's a building under construction, however I did not change the preset to "building under construction," nor did I remove the "tourism=hotel" tag. For another case: If a hotel covers a large area with multiple buildings, you can draw an area that covers the plot, set "tourism=hotel," and remove any "building" tags, because the parcel itself is not a building. The buildings inside can then be drawn properly as buildings, without duplicating the information of the whole area.
