Are the comments and review markings available to all OSM users or are they only available to users with a MapRoulette account?

Is the “Please Confirm” modal window optional and can it be disabled? Both changeset comments and marking it for review is already a part of the default OSM editor (ID), it therefore seems to be redundant that we’re now asked to make the same step twice for every single change we make.
