Hello! I am working on a few boundaries in China. I recently finished Deqing County, Huzhou. The data is in shapefile format here: http://revolutionarygis.wordpress.com/2013/12/20/deqing-county-huzhou-city-zhejiang-province-china-shapefile/
Are there any contributors in China who know where to find vector data? Also, can maps that the government publishes be used?

If the data is not public domain you have to ask the copyright holder (in this case the government) if they allow using their data for OSM.
If you have more questions I suggest you to write at talk mailing list or at the forum because there are more people reading. The password for the OSM Forum is the same as for www.openstreetmap.org.

You should also be aware, that: “private surveying and mapping activities are illegal in mainland China.” osm.wiki/China#Legality
I don’t think that you’ll get any government data of China.
