К тому же, вы путаете "под застройку" и "осталась инфраструктура, но не используется/заброшена". Первое - greenfield, оно действительно бесполезно в большинстве случаев. А браунфилд указывает именно на заброшенные ныне территории. Заводы, военные части, например. Их в будущем могут ревитализировать, но сейчас это заброшенная территория

Данный тип землепользования не про расчистку как таковую. Вики указывает "[brownfield -] заброшенная территория, которая раньше использовалась, но больше не используется. Заброшенная земля может быть свободной или она может быть зарезервирована для будущей застройки" (osm.wiki/RU:Tag:landuse%3Dbrownfield)

And you removed the node, which point the centroid of the administrative district. Keep in mind, that we have our own hierarchy of places, and it can distinguish from the formal value of the tag
