They are, but not on all renders. This render doesn't process place=city_block (too small place in hierarchy). But geocoders show all info, you can push right click -> show address. OSMAnd shows them.
But, in general, it's not a good practice to assign names to landuse=residential, because, in this case, it's officially recognized city block name

You decided to start mapping from the toughest part - transport. Well, about Kutaisi. I have the list of routes, but we have only small amount of bus stops in the city. It'd be better to add them firstly (but I'm not in Kutaisi and can't do it)
In terms of the best practices, check route 1-R, it meets PTv2 requirements

Also, Zugdidi already was synced with NAPR Address Plan

TL;DR: If the transliteration from Georgian doesn't sound similar to the name in the target language, retain the transliteration. For instance, use "Ialbuzi Street/улица Иалбузи" instead of "Elbrus Street/улица Эльбруса".
