Generally it's considered good practice to comment on the changesets you're reverting, since there's usually a reason that objects were changed.

That being said, I combined them because having multiple ways for a single object violates the "One feature, one OSM element" principle (osm.wiki/One_feature,_one_OSM_element)

Is there a reason why a way cannot be both a ski trail and a track? There doesn't appear to be any conflicting tags that would prevent it

You seem to have conflicting tags here, you use both the proposed:highway tag and the construction tag, and both cannot be true at the same time. If it hasn't begun construction, it should be highway=proposed+proposed=trunk (or proposed:highway=trunk), if it has begun construction, then it should be highway=construction+construction=trunk
