It is permanent. Has been like this for several years. Both sides are open and they are two-way streets. Due to the construction of several condo buildings, they wanted to reduce cars here. You can also see it on satellite view. East side is a "park" area with the back of the businesses on Jean Talon and the entrance of a carwash that can be accessed by their parking lot. The west side is fully accessible via Mountain Sights.
