if your area isn’t too big (something like 15x15km) you can create a RSS feed for a specific area with : https://resultmaps.neis-one.org/osm-change-tiles

OSMcha.org will let you do this - it’s very flexible - you can draw an irregular area, filter the changesets in all sorts of ways, and get an rss feed out.
