Hi, for landuse=residental they don’t have to be based on official parcels. Here’s the wiki guide on how to draw landuse. Basically you draw the area where houses can be built, and leave gaps where the roads are. Generally, multiple landuses shouldn’t overlap, so if there’s a forest (for timber harvesting) it shouldn’t overlap with the residental landuse.
