I acknowledge the don’t tag for the renderer and generally agree. But if we were to argue for the use of permit then every road and path in theme parks and national parks would have to be tagged by permit. I appreciate you sharing the history of how it changed to be more restrictive that prompted the change.

I disagree with making all the roads and paths private chiefly for two reasons. 1) paths are rendered a grey and make it hard for the people on the fort to see them on OSM-carto style. 2) Strava and maybe some other apps will not permit routing on private roads/trails. This prevents people with access from using the apps. And I guess, 3) almost anyone can obtain a visitor pass. Other military bases only mark the section of road around the gates with access tags or none at all.
