Erst einmal, toll dass ihr in der Leitstelle OSM verwendet. Immer schön zu sehen wenn OSM auch "offiziell" verwendet wird.

Kommen wir zur eigentlichen Sache.
Kurz vorweg, der User @beautifulplaces kann getrost ignoriert werden. Es handelt sich um einen altbekannten Troll der schon mehrmals gebannt wurde, immer wieder versucht diese Bans zu umgehen, und für den alles eine wirre "Verschwörung von Berufsgeographen gegen ihn" ist.

Die Organised Editing Guidelines sind nicht nur für mapping durch kommerzielle Firmen gedacht, sondern kommen auch dann zur Anwendung wenn Mapper an einem gemeinsamen (extern) organisierten Ziel arbeiten oder die Bearbeitungen im Auftrag einer Organisation erfolgen. Der Sinn dahinter ist, dass diese Bearbeitungen als solche gekennzeichnet sind damit sie einfacher von anderen Usern zugeordnet und verstanden werden können. Wie ich sehe hast in deinem Userprofil schon vermerkt dass du bei der Leitstelle arbeitest. Was hier im Vorhinein nicht ganz hervorgegangen ist ist ob diese Bearbeitungen für/im Auftrag der Leitstelle passieren oder ob diese rein privat sind. Das wäre z.B. nützlich zu wissen und zu kennzeichnen.

Changeset-Kommentare bzw. Beschreibungen sind als Information für andere Benutzer gedacht um es ihnen leichter zu machen die durchgeführten Änderungen zu verstehen. Alleine die Existenz eines Changesets impliziert bereits dass etwas geändert bzw. upgedated wurde, d.h. eine Changesetbeschreibung die nur "Update" ist komplett redundant und hat keinerlei Informationsgehalt. Sinnvoller wäre hier ein kurzer Kommentar wie z.B. "Polizeistation-Namenskürzel f. Leitstelle Tirol".

Nun zum verwendeten Tag. `alt_name` ist eigentlich nicht für (interne) Kürzel gedacht, sondern sollte ein Name sein der auch allgemein bekannt ist und auch als Name verwendet wird. Hier in diesem Fall halte ich es eher für unwahrscheinlich dass eine Person auf der Straße ein Polizeiinspektion "PI" nennen würde? Wenn es wirklich eine Namensabkürzung ist wäre `short_name` besser geeignet.
Kürzel oder Referenznummern die keine wirklichen Namen sind wären besser im `ref:*`=* namespace aufgehoben. Hier könnte auch ein eigener namespace für die Leitstelle Tirol angelegt werden wie (nur als Beispiel) `ref:AT:T:leitstelle`=*.

No, that's not how OSM works. If you want to import data, you need to follow the import guidelines set by the community. That includes
1) Making sure the data is useful and correct. Promising to fix things 'afterwards' is not sufficient.
2) Getting into contact with the OSM community to notify them about the planned import and to get feedback.

While it's commendable that you want to contribute to OSM, the project and its community are bigger than just your group of friends and you are not working in a vacuum.

Hi, der Weg hier war als virtuelle Verbindung für ein korrektes/sinnvolles Fußgängerrouting eingetragen. Wenn Gehsteige separat von der Straße mittels eigener Wege gemappt sind ist das teilweise notwendig um die möglichen Verbindungs- und Überquerungspunkte abbilden zu können da OSM technisch leider keine gute Unterstützung für parallel verlaufende Wege wie z.b. Gehsteige hat zwischen denen man in der Realität an jeder beliebigen Stelle hin und her wechseln könnte.
Für diese virtuellen Verbindungswege gibt es den footway=link Tag (der hier in diesem Fall auch gesetzt war) um sie unterscheiden zu können.
Bei Kreuzungen endet der Gehsteig ja genau genommen eigentlich auch an der Fahrbahnkante und führt nicht durchgängig über die Straße hinweg, aber dennoch sollten die Wege über den 'nicht existenten' Teil auf der Fahrbahn hinweg verbunden werden um ein sinnvolles Wegnetz zu erhalten.
Wege dieser Art sollten aus diesem Grund bitte nicht entfernt werden.

The 'club house' you added here is 90m x 70m and there are absolutely no references online to the Royal Baira Country Club. What are your sources for this? Otherwise I'm inclined to believe this doesn't exist and you added nonexistent stuff to the map (again)

It's better to use revert tools instead of manually deleting/undoing changes. Otherwise some small changes like e.g. this nonexistent crossing that was added remain unnoticed

I think the wiki page for `location`=* provides a reasonable guideline for when to use the `tunnel`=* key.

This distinction is quite reasonable I think. If a cable is simply buried in the ground without anything around it it would just be tagged with `location=underground` without a `tunnel`=* tag.

As an additional data point: Mine tunnels also (often) only have one entrance, are not meant for transportation from one end/exit to the other, and are also tagged with `tunnel`=*.

If they are artificially 'housed'/'eingefasst' then yes. Not if it's a natural cave.

If you need an explicit written sentence on the wiki to tell you that OSM is a community project then you probably need to work on your understanding how OSM works. You aren't mapping alone in a green field and need to work in collaboration with the (local) community.

Your definition of what a 'tunnel' is and isn't has no bearing on what the `tunnel`=* tag means and is used for in OSM. You need to work with established OSM definitions and not try to single-handedly make OSM fit your world view.

In OSM, the `tunnel`=* tag is used for a wide variety of things that are 'artificial'/'man made' passages for vehicles, people, cables/infrastructure, water, etc... to pass through something else like a mountain, soil or even buildings.

Whether it is underground or not is independent of the fact that it is a 'tunnel'.
The `layer`=* tag also only specifies the relative height of overlapping features and similarly has no influence on whether something is a tunnel or not. It also does not specify that something is located underground.

Of course most tunnels (that aren't `tunnel=building_passage/avalanche_protector`) are indeed underground and that should probably be assumed as the default so that we don't need to add `location=underground` to all of them. For the exceptions that aren't, `location=overground` should be added instead.
From that perspective, adding a `tunnel`=* tag _does_ strongly imply that it is underground, even if it does not explicitly specify it. Tagging `location=underground` in addition would also be correct (even if possibly slightly redundant).

removing the layer=-1 tag here is okay (even though it's not really necessary since it's not 'wrong' but just redundant).
The `covered=yes` tag was correct however and should not be removed.

Die genaue Gemeindezugehörigkeit ist für den Ortsnamen doch irrelevant und nur weil da ein paar Meter drüberstehen bezweifle ich dass sich der Teil anders nennt. Wenn dann wäre das sowieso nur ein _Teil_ des Ortes und kein separater eigenständiger Ort.

Die `addr:*`=* Tags bestimmen nur die postalische Adresse die abweichend vom geläufigen Ortsnamen sein kann.
