And that is the problem for most. Unfortunately you changed a road and a water way .. both of them are used by admin boundaries.
If admin boundaries were completely separated from the rest of OSM objects and then on, say, an 'admin layer' .. the problems of admin boundaries would be minuscule.

this looks more like volleyball .. handball is a larger court with no divide.

sport=handball is on a court some 40 metres by 20 metres. What you have here is the sport=four_square.

2 indicate that the path is covered .ll covered=yes IIRC. The path will have to be separated into sections so only those bits that are covered carry the tag.

You can get more complicated with building part roof, layer=1 too .. but I don't think that is worth the time.. at least at the moment.

looks like it goes through buildings ? and from the layer=-1 is underground?
Possibly the building conflict is that the building are drawn to the roof outline not the building foot print which is usually smaller.
