From my perspective at the time there were no obvious signs that it was an officially shared cycle / footpath - no colouring, no signs, no notices, which leads me to believe that at this point in time, it's only a designated pedestrian footpath.

That might change over time, but as of today I'm confident it's only a footpath.

The cycleway isn't present as yet, but if it's built I expect it will be at least a year before it appears.

I'd done a very rough edit of the current path, your drawing skills might be more advanced than mine.

Hillside joins either side of Enterprise Way, but via a staggered crossroad.

Enterprise Way has a path on its Western side, but this doesn't seem to be a shared cycle path.

The smaller roundabout to the North has a shared cycle path around it.

That link hasn't provided any additional insight as to why a Halt shouldn't be tagged as a Halt, other than your own personal objection?

The text in the wiki "Halt is an unclear, ambiguous term." also seems to have been added by you, and is a phrase I feel is wholly inaccurate.

I'm genuinely curious why you feel the Halt tag isn't good enough in your eyes? I don't think you finding the display via Carto "irritating" is a justifiable reason to not tag a Halt as a Halt.

Regarding Way (1105429840) Bridgwater Road, did you delete the old way and create a new one?

I only ask as the new one is marked as 40mph, but I thought I had updated the road to 30mph some time ago.

As the old road seems to have been deleted, I am unable to check this, are you able to check this via your JOSM history?

Looks like you've touched the Wellington town border (way/232558088) which isn't a surprise as you're working on the area - I don't think you've done anything to worry about, perhaps attached a node to it?

I had another look today, and it is indeed three sections in a part hexagon shape, although I'd probably say it would seat three comfortably, six at a push.
