There is also no such thing as "official wiki". What you've shown is just "guidelines" or "suggestions". And if you look at all of them, they may be contradictory. For example there is a "on the ground rule". Have you seen "Konstitucijos avenue" or "Konstitucijos prospektas" written anywhere here? ;-)

You can add name:en, but do not change name and name:lt tags. Do not expect local mappers to add name:en elsewhere, so much use for one street...
wiki.openstreetmap.org is just a website. It does not represent "official rules" because there are none. There are a lot of reasons why we do not use full street names in Lithuania. This has been discussed numerous times.

We're using official address data. There is no other way if we want to continue update address data weekly. So number plates do not count (we've found some number plates with "invented" numbers for example).
