It would probably be better if somebody local could investigate what the real story is on the ground to figure out the correct tagging. |

It appears you're right that the addresses along there are all given as Wotton road yet every map I can find from the 70s up until the very latest OS OpenMap data has the New Road name! Unfortunately it seems that Gloucestershire don't have their highway gazetteer on line so I can't check that :-( |

It's a bit bogus really - it was done because a road goes through the building (or more likely under a canopy) which I would probably have done with -1 on the road but it doesn't really matter. |

I'm not going to change it, but for future reference you shouldn't really do that. |
