Whilst uploading and drawing my map area - Nha Trang City-Vietnam, I am in a conflicting situation. As here are less standards and the remaining are less enforced, there is no such thing as a basic rule, how infra structure is beeing built.
Residential streets here might have 4 lanes, which are in totally up to 24 !!!! wide, where else, motorways may be partially the eqivalent of a british Bridleway on some stretches. Also, main roads in villages, often are up to 20 meters wide.
My question to fellow members - map according to the function of the street, e.g residential, or follow a the map guide, which describes the residential as less than 4 meters?
Example:
Until now, I have drawn a mixture out of both, which might not to accurate. For example our Beach Promenade here has at least 2 lanes in each direction and is 24 meters on the smallest places, has middle barriere and equals a UK motorway. Major differences: speed limits of 30 km/h. On traffic - anything can go on it, from ox with trailer, via push bike up to amerian trucks. Until now, I have mapped this one a secondary road.

I would recommend that you tag the roads based on the function of the street, and not how wide they are.
For a residential street that is unusually wide, you can add the width= tag with the width of the street in meters. You can also add the lanes= tag to tell how many lanes there are.
You can see these tags at:

For the Beach Promenade example, the key to the tagging is the speed.
