I agree and I also thought a lot about that in the beginning, because this is exactly what ref: is for and would be the consistent way having is globally done.
Anyways there were/are bigger import projects from INEGI being done already by other teams, see

here INEGI:MUNID was defined

here INEGI:roadkey is defined

Since I am only manually and regional importing data (incl. manual review), my impact is not that big.

Nevertheless I still agree with you, but the bigger import projects should consider that in first place.

Another issue I am facing currently is: MUNID = CVE_ENT + CVE_MUN
LOCID = CVE_ENT + CVE_MUN + CVE_LOC
but I don't know a convinient way to concenate tags in JOSM.

It makes sense to have for place (localidad) only: ref:MX:INEGI:LOCID
instead of
INEGI:CVE_ENT, INEGI:CVE_MUN, INEGI:CVE_LOC

thanks for your feedback and apologies for my delayed response.

In the meantime I expanded the overview page about INEGI in the wiki with more details about datasets, links and tag infos.

It's not complete, yet and somehow I hope it gives a better overview of what data is available from INEGI and more people make use of.

While writing the docs, I realized that some of the tags are being used in multiple dataset and also in an index file about all places (localidades) like: cve_edo / cve_mun / cve_loc.

Others might not be used across different datasets, so I am going to remove them from the places, where I added them, like:
carta, identifica, objectid

Hope the wiki explains a bit, let me know your thoughts.

nice that you've made changes to SLP the last days. Not 100% sure but, for most of those areas you tagged as park might be better tagges as landuse = grass, wouldn't it?

What I don't find currently is the documentation about how to add those areas, but actually they should not be snapped to the streets,to allow easier maintaining the other ways etc..
