Removed amenity=parking from service road; highway=rest_area is mapped on a separate way

Removed duplicate amenity=parking. The service road looks a bit off, but never mind that for now.

Move the amenity=parking from the linear way to a node in the middle - a more usual way of mapping these things.

A couple of laybies were mapped as linear "rest areas" (the only ones in the UK). I've changed them to the more common way of mapping this sort of thing.

It looks like this section of sidewalk got accidentally mistagged as a passing place.
