What should the default access tags for England and Wales be?
Posted by SomeoneElse on 1 August 2024 in English.After reading this forum topic and commenting that the United Kingdom part wasn’t great because it didn’t consider the different rules in England and Wales, Scotland, and Northern Ireland, I wondered “what should the defaults actually be for England and Wales?”.
Of that table, I think that the rows down to living_street are correct, and of the remaining rows the columns across to moped are also correct. I decided to pick a couple of areas I’m familiar with (one urban, one rural) and look for examples in those areas without explicit access tagging. Based on that it should be possible to suggest some sensible defaults.

The default of no for everything through to moped is correct, which leaves horse, bicycle and foot.

I agree with the defaults you suggest above. I’ve mapped some of the examples you give and having sane defaults, especially for rural paths, would guide inexperienced mappers (such as myself) along the correct lines as a ‘safe base’ to their contribution.
Mappers could then take into account the situation on the ground and amend tags as appropriate - especially for non-designated paths that may be used locally for horses/bikes (as is the case in some of the examples).
In the past I’ve tagged non-designated paths as ‘yes’ as appropriate, but ‘permissive’ may better describe the position on the ground in a lot of cases.
Finally, you’ve suggested adding the ‘designation’ tag in the past, and that becomes super-useful when using maps such as yours where designation tags are taken into account.
