I work to discourage the use of the man_made=communications tower incorrectly. JOSM can be tricky about recommending this feature, but the correct tagging scheme is man_made=mast + tower_type=communication.

The tag isn't determined exclusively by the height, the communications tower tag is only relevant if the structure has a place to stand.

The wiki page for man_made=mast says: "Unlike a man_made=tower which is accessible and provides platforms, a man_made=mast only offers ladder steps to climb it on the outside."

I usually interpret man_made=tower more strictly as a large structure with a clear place to stand, such as one with a railing and stairs. But I do find the wiki interpretation confusing.
