Comment to clarify: this edit was made based on personal knowledge, not Google. The image shown in StreetView of the area is out-of-date, showing only light segregation on one side of the road (bollards are now on both sides).

Thanks for the input SK53. My latest thought: keep them as point features but add multiple points. No harm in being precise, when individual trees are mapped on OSM natural=tree - planters are similar in size to trees (although they are not lone).

In answer to your question: the planters are definitely a linear feature so I would prefer them to be represented that way, in addition to the node way perhaps? https://twitter.com/robinlovelace/status/1418159462276386819 Also, why put the planter on the cycleway when in fact they block motor traffic not cycle traffic?
