So we use https://wiki.openstreetmap.org/wiki/Tag:amenity=ice_cream for stores that sell chocolate ice cream and https://wiki.openstreetmap.org/wiki/Tag:shop=ice_cream for stores that sell strawberry ice cream?

Yes :)
And if you want an entry then tag?
entrance=* …. except if it is for parking then it is amenity=parking_entrance
Most of this inconsistency is caused by the amenity tag preexisting osm.wiki/Tag:shop=, entrance= etc tags. Thus things were put under amenity= , were as today you and I would put them under other key tags.

Hmm, ice cream vendors aren’t real shops. Some offer places to sit, and in any case, you’re supposed to consume it rather quickly (unlike typical shops where you take the goods home before using them).
So I can see why amenity is preferred over shop in this case.
But mapping those is a bit tricky though. At least in Belgium, many ice cream vendors become waffle vendors during the winter months, or combine the two through the year.
amenity=waffle … sounds like a nice tag :D
Anyway, I’ll now shut my waffle.

It is not at all uncommon for a place in Canada to offer take-home products as well as ones to consume immediately.
