Is the license for the PDF map compatible with OSM? Obviously if not, it can't be used to add street names etc. See osm.wiki/Copyright for more info. If there is any doubt, check with the Legal mailing list.

THe PDF map is a map made by our government to guide tourists on our city. So I'm sure it can be used cause is freely and public available to anyone.

Free to view/use doesn't mean free to copy. Unless your government has a law that anything it creates is public domain data. Most places copyright is an automatically granted right, you don't even have to state that your work is copyright.

Well, even if the map was copyrighted by the government, I seriously doubt that a map created by the government especially for tourism purposes would contain Copyright easter eggs.

But I would still recommend verifying the street names from the ground.
