It might have been mapped when satellite imagery was taken from less than ideal angle so positioning was skewed. But if the shape and tag are accurate, perhaps it's better to restore them and just move/position to better represent what's on the ground?
Looking at such features on a flat map it's hard to visualize what they represent but you can try https://demo.f4map.com/ to see it.

If that's the case then the shelter should be tagged as layer=1.

There are a couple of issues with your edit.
Other than names and a few other exceptions, values for tags should always be in lower case.
Additionally, multiple values are always separated with ";". Also there must not be trailing period.
Finally, that tag must include only colors and nothing else.
So instead of "colour=Black top, grey." it should be "colour=black;grey"
It would be great if you corrected these problems.👍

I don't remember where I read it, but a parking lane is not considered a physical separation..Can't seem to find that article now.

Visually more accurate using what mapping style? What kind of details would be missing by tagging the associated street way?

This wiki article explains in more details why you shouldn't abbreviate names: osm.wiki/Names#Abbreviation_(don't_do_it)

In my opinion, if this is not a modern day neighborhood, or it's not an officially designated historical neighborhood with defined boundaries(such as way/504456787), it shouldn't be on OSM.
OSM is a map of the world is now(or very recently), not how it used to be..
