This edit is not correct. If a POI is in a building, it's more correct to map it as a node within the perimeter of that building.
Your change essentially makes it part of the building (wall) itself.

@hrhino, The High Line is not a road. It's a "linear park" converted from an elevated cargo train line and in many places there are buildings under it, so it's possible that gallery is there.

Also there are a couple of issues in your edit.
If you want to indicate that POI is on a specific floor, OSM has a tag called addr:floor specifically intended for that.
addr:unit is intended for unit/suite/apartment/similar address elements.

Many of the buildings you deleted contained nycdoitt:bin tag which allows us to uniquely identify that building in NYC's DOB database to retrieve their metadata. If that building no longer exist it's generally best to rename that tag to old_nycdoitt:bin= to help facilitate finding the BIN of the new building.

Additionally, as far as I know this whole is not a telecom datacenter. Only some floors have that function, so tagging it as such is perhaps not accurate.
