I want to repeat that large scale reclassifying of roads is one of the worst ways to start OSM editing.

It is tricky, involves many editors, road classification in an incosistent mess (mostly due to fact that real world road classification is messy in many ways). And here consistency is especially nice.

I meant that for example way/910010284 is wrong and other heath on top of acropolis seems suspicious to me - from what I remember nothing like that was growing on hilltop

Each available startegy has some issues, current one leads to overtagging where both cycleway part and footway part has the same surface.

Sadly some people set surface to specific value (of cycleway part) even if footway part has a different surface, this happens quite often (5%? 10%?).

The question is whether fixing this cases is worth overtagging in other cases.
