I remember this question. It was from AddProhibitedForPedestrians and it was the first time I had seen it. I remember this short stretch of street had no pavement on either side (it's only a short bit surrounding a traffic island) yet it is perfectly passable on foot. I thought I had answered "no" but I guess I did not.

I agree with foot=no is incorrect and thank you for the correction.
