JOSM can't do relations

...at all. Ever. It's completely useless at handling relations. I've now got two copies of a relation, with mostly the same ways and nodes... and the only way to get rid of one of them is to trawl through and unassign the relation from each way.

What were you doing, and how did you end up with two copies?

Anyway, its easy to delete one of them:
Just open the relation list (Alt+R), select one of them, then click the little bin icon to delete.
