It’s certainly not something that’s stored in OpenStreetMap. Some countries release traffic data openly but not many that I’ve found.

I doubt very highly that any site that provides traffic data that could be considered “open” (or at least, none of the ones I’ve in Google are open). Perhaps you can email several of the sites that provide traffic info for your area and ask them to do so (and perhaps mention OSM)? It’s certainly something I’d like to see happen!
