You are correct about the truth on the ground—which is why I deliberately left relation/1703814 untouched in my change set, keeping the “Palestinian Territories” name. I don’t think my change was inconsistent with recognizing the truth on the ground, which is that there is are established institutions of a state, but limited territorial control.
