The Municipal Boundary is defined in "The City of St. John's Act". The first point on that boundary is "Starting at a point, at the centre of the tower of Fort Amherst lighthouse,"

In other words, the entire multipolygon is incorrect. I will correct this but it will take a while. Fortunately, the high water mark in St. John's Harbour is not part of the legal boundary of the city, so that reduces the work quite a bit. The harbour is not part of the boundary as the first Way should run from the centre of the Fort Amherst Lighthouse on a bearing of 34 degrees 32 minutes east of true North for a distance of 405.26 metres ...

It falls under the Consolidated Statutes of Newfoundland 1990.

It doesn't take long to find an error in the law: the text indicates "Quidi Vidi Road" (which lies South of Her Majesty's Penitentiary) where it probably means "Quidi Vidi Village Road" (which runs from the East end of Forest Road to the Quidi Vidi River).
