Update Lees with wikipedia link and move node closer to High Street

Demoting Spital to suburb going by Wikipedia. Also nearby Poulton has is_in=Bebington despite being closer to Spital, which points to Spital also being a satellite of Bebington, rather than a town in it's own right.

This looks like a town, but Wikipedia says village as does other node at 38261077. If reverting to place=town please also update that node.
