People can add traffic cameras that they see on the road to open street maps right? So long as I don’t identify the traffic camera url on open street map objects that should be fine correct? I don’t see how their policy prevents anyone from linking to an image since that’s fundamental to the internet. Trying to understand how to satisfy this.

For each of the highway traffic cameras I'm adding I add the camera link which is public at https://ctroads.org These cameras are publicly visible and I'm manually identifying them by hand.
