Ah, yes, i just want to compare with google map, because there some 1way streets, service highway, etc.... So i want to double check only. No data from google but just looking map and satellite image :D. So, is this legal?

AFAIK this is not possible in a easy way. The only thing you can use with JOSM is WMS and so Yahoo or Digital Ortho Photos by your local authorities
osm.wiki/Potential_Datasources

Or you use the mentioned services like
http://sautter.com/map/
http://geotribu.net/applications/baselayers/
http://maker.geocommons.com/maps/1784

But as mentioned it is a copyright violation to extract datas without permisson :(

just compare is legal.
But, if there are differences, the temptation will be big to fix these differences on the basis of google maps... and this is not legal.

So its not a good idea to compare the OSM-datas with google maps in JOSM. I think, its much better, if you compare it with http://tools.geofabrik.de/mc/ or http://sautter.com/map/

Well Djinni I guess that there is some kind of federal institution that collects geodata in vietnam. I'm pretty sure that they offer there geodata infastructure (GDI) as a WMS service to their citizens.
