The mapping is result from Mapathon Pidie (Missing Maps event) http://tasks.openstreetmap.id/project/178. When I see this task using "Digital Globe Imagery Premium", I agree with you, it's 'tertiary highway'. I think, you can validation the data and change the roads with 'tertiary'.

I am Dewi from Humanitarian OpenStreetMap in Indonesia. You did some edited roads in DKI Jakarta using Digital Globe Imagery.

We have mapping projects, PDC InAWARE project in DKI Jakarta. We have digitize the all infrastructures and roads in Jakarta base on field survey and using Mapbox Satellite and Geocenter Imagery.

I guess, you have some mistakes to digitize with Digital Globe. Because the digital globe imagery has the offset problem with other Imagery.
You can't move the OSM data base on Digital Globe. If you want digitize using Digital Globe, you can fix the offset with move the imagery with OSM data. This is material Imagery Offset https://www.youtube.com/watch?v=xOdqa3IdLDs. When I downloaded the OSM data in Jakarta, I found many warnings from your edit (crossing buildings) because you move the roads.

On the changeset, I was validated the infrastructures from survey data and delete import=yes from some line boundary administrative in the area. I didn't changed the landuse, perhaps my team has changed the landuse and broke the landuse. Because we were working with some people for the area.
But, I will check on the changeset and repair the problem.

sorry for late reply. The problem above occur because the new user OpenStreetMap from participants Mapathon in ITS Surabaya. Before they did mapathon, we provide training material "Beginner OpenStreetMap". They inadvertently uploaded the sample data from part training http://learnosm.org/en/josm/josm-tools/. We have deleted the sample data. If the delete not resolve the problem, Could you send me the .osm file from changeset/43396743#map=4/-1.80/90.70. I can't check the incorrect latitude and longitude values, because the osm file deleted. Thanks
