ESRI is only giving me a black background. Only Bing Maps Aerial is giving me an actual image (even if it is now very out of date)

They have.
In fact, none of the major mapping service are currently showing the recent construction work .
Apple and Google Maps were, but it seems their recent overhead imagery has been replaced with much older data.
Berrimah Road between Marlow Rd and Tiger Brennan Drive have been ripped up, as has the section south of Tiger Brennan Drive until the 'new' fire station (not that I can see exactly where - Berrimah road is closed to traffic until Wishart Road)
