Yes! License still stands, contacted Courtney Wieber of Westchester County. I am currently working on the import plan based off of the information provided earlier to work on a whole county import. Thank you everyone for the information, and will post a link here, as well as the local communities once i get it written up.

Yes this is a mix of hand drawn and also town building data. The license is compatible. It's listed on the Westchester contribution here osm.wiki/Contributors under United states -> New York -> Westchester

So I looked up some more examples. I found that a good way to handle would be to encompass the plaza as part of the building itself and use building parts for any details.

The area on first avenue is a ramp into a commercial space. The other plaza is an elevated garden of sorts. I may have tried to get too detailed.

Of course. This building has a plaza type structure that juts out to the sidewalk level with stairs and gardens. Technically it is part of the property, but isnt a real public park. A few buildings have this type of surround. Wasn't sure what type of tags to use.
